In Loving Memory of Chi-Fu Chen (陳啟福)

Chi Fu Chen (陳啟福) honorably served as a high-ranking Commander in the Judge Advocate General’s Corps of the Republic of China Army, Taiwan (中華民國警備總部檢察官). After retiring from military service in 1980, Mr. Chen immigrated to the United States with his family. In 1984, he founded Penny Rod and Bait to promote outdoor fishing activities within the community.

Chi-Fu Chen passed away on November 26, 2025, in Davis, California, at the age of 79. He was born on June 6, 1946, in Taiwan, where he spent his early years before building a full and meaningful life in the United States.

He is survived by his beloved wife, Tsui Kim Chen;

his sons, Echung Chen (wife Ning Chen) and Iho Chen (wife Angela Chen);

and his daughters, Shu-Yin Chen Morisseau (husband Christophe Morisseau) and Lily Chen Silvera (husband David Silvera Jr.).

He was a proud grandfather to Clark Chen, Kyle Chen, Sydney Chen, Evelyne Morisseau, Jasmine Morisseau, Cedric Morisseau, Nicholas Chi-Fu Vandeburgh Jr., Silver Lily Silvera, Skyler Lily Silvera, and Summer Lily Silvera. He is also lovingly remembered by extended family and friends in both the United States and Taiwan.

A funeral service will be held on December 9, 2025, at 11:00 a.m. at Davis Cemetery in Davis, California, followed by burial at Davis Cemetery District & Arboretum. In keeping with his heritage, a Taiwanese prayer ritual will be held to honor his life and memory.

Chi-Fu will be deeply missed and forever remembered in the hearts of his family and all who knew him.
