Marcus Neithercutt

June 23, 1939 — December 16, 2015

Dr. Marc Neithercutt passed peacefully from this world, surrounded by his family, on December 16, 2015, due to complications from cancer. Dr. Neithercutt was born in Hobbs, New Mexico in 1939 to Marcus Cleo and Pauline Gibbs Neithercutt, and grew up in the Hobbs, New Mexico, and Odessa, Texas areas. He attended Baylor University where he met, and later married, the Love of his life, Janice Grant. Dr. Neithercutt graduated with a BA from Baylor in 1961 and after he and Janice married, they moved to California where Dr. Neithercutt received his Master's Degree from UC Berkeley in Criminology in 1964, then his Doctorate in Criminology from UC Berkeley in 1968. After college Dr. Neithercutt worked as a Probation Officer for the United States Probation and Parole division of the U.S. District Court in San Francisco both as an intern and full time from 1964-69 before taking a position with the National Council on Crime and Delinquency as a Research Criminologist in Davis from 1969-77. While with NCCD Dr. Neithercutt was responsible for a project to keep records on federal recidivism rates in every federal prison nationwide, leading to groundbreaking research on rehabilitation of inmates being released to their communities. Dr. Neithercutt decided to try teaching and took a position as a Professor at CSU Hayward where he started the Criminal Justice Department with Dr. Ben Carmichael and Dr. Patricia Zajac. During the next 27 years Dr. Neithercutt et. al. taught thousands of graduates from the program that went on to become leading Law Enforcement and Corrections Officers, staff, and Command Staff, including over 200 Police Chiefs and Sheriffs, many of which are still leading most of the San Francisco Bay Area Police and Sheriff Departments to this day. Dr. Neithercutt is survived by his wife of 53 years Janice, two sons, Marcus II and Jeffrey, and three grandchildren, Tucker, Weston, and Katherine. Dr. Neithercutt donated his body to the UC Davis Body Donation program to contribute to research at the University.

A memorial service in Dr. Neithercutt's honor will be held on Sunday, December 27, 2015 at 2 PM at Smith Funeral Home in Davis, California, at 116 D Street.
